Foreign Soil
Shipment of soil from all areas not within the continental U.S. is regulated and requires the use of a PPQ 525a Permit to Receive Soil and a PPQ 550 Label.
Domestic Soil
Soil from Guam, Hawaii, Puerto Rico, and the U.S. Virgin Islands is handled as foreign soil and is authorized for movement into the continental U.S. with the use of a PPQ 525a Permit (a PPQ 550 Label is not required).
Canadian Soil
Soil from Canada is not regulated and is subject only to inspection and verification of the origin.
Exceptions - Soil cannot enter the U.S. if from the following areas:

- Newfoundland and Labrador: The entire Island of Newfoundland.
- Quebec: The municipality of Saint-Amble.

It is extremely important that samples are packaged and labeled correctly to clear customs and arrive undamaged.

- Submit a one-gallon (approx. 3-4 liters) representative sample of each material to be tested. Small quantities of materials may not be representative and can produce misleading results.
- Ensure the sample is free from foreign matter or debris, plants and plant parts, and other macro-organisms, such as insects, cyst nematodes, mollusks and acari. Regulated material commingled with unauthorized material will be treated, seized, re-exported, or destroyed (in part or whole).
- All shipments must consist of at least TWO INNER packages and an outer shipping container securely sealed as to prevent unauthorized loss of regulated soil:
We recommend using double Ziploc bags (or other suitable heavy plastic material), one inverted inside the other, both sealed with heavy tape, and placed inside either a sturdy box or bucket.
Seal all box or bucket edges with heavy tape as well.
Be sure to include enough packing material inside the container to prevent samples from shifting and causing damage to the inner packaging during transit.

- Place a copy of the PPQ 525a Permit inside of the box and keep a copy to provide to your shipping agent.
- Include a note with testing instructions and complete billing information. An Analysis Request Form can be used if preferred.
- Include a statement of contents (i.e., soil for testing).
Outside of package
- Attach ONE PPQ 550 Label securely to the EXTERIOR of each shipping container using clear/transparent tape. Please be sure the label is clearly visible, not covered up, modified, defaced, written on, or otherwise damaged. A single label should be attached to the exterior of each package being shipped. Multiple samples within a single container do not require multiple labels.
NOTE: This PPQ 550 Label can be duplicated and reused.
